Amusing Monday: NOAA’s top photos, videos and stories

A photograph of a tiny orange octopus was the most popular image last year among all the photographs posted to Instagram by NOAA Fisheries, the agency formally called the National Marine Fisheries Service. More than 2,000 people “liked” the picture and many more viewed it from among more than 150 top photographs posted last year by NOAA Fisheries’ Communications shop on its Instagram page.

The octopus photo was taken during a NOAA expedition to assess the health of coral reefs in the Pacific Remote Islands, which had undergone a massive die-off in 2016 and 2017 caused by excessive warm water. The tiny octopus was discovered on an “autonomous reef monitoring structure” used to measure the recovery of ocean ecosystems. Amusing Monday: Art students create unified environmental message

A selected group of art students has created a unique collection of posters, videos, illustrations and a mural to deliver a coordinated message about protecting water quality and salmon habitat.

The project, supported with a grant from NOAA Fisheries, involved students from the Pacific Northwest College of Art in Portland. The art students have been producing various elements of the projects over the past year.

Animation student Beryl Allee teamed up with illustrator Grace Murphy to produce a potential media campaign called “Citizen in the Watershed,” focusing on how human damage to the ecosystem eventually comes back to harm humans. The first video on this page is called “Littering.” Two other videos, one dealing with yard care and the other with driveway runoff, can be viewed on NOAA’s website “NOAA 2015 Science in the Studio Award” or on Beryl’s Vimeo’s website.

An illustration to accompany public-outreach information about household products has been completed, with two more to be done before the end of August. See NOAA’s website.

A mural design produced by PNCA graduate Esteban Camacho Steffensen depicts examples of human alterations to the landscape comingled with images of the natural ecosystem. These images are all wrapped together inside an outline of a chinook salmon — a key symbol of the natural Northwest.

The mural design can be printed on posters or painted on the wall of a building with instructions provided by the artist. The idea is that human activities cannot be separated from natural systems but that people can make choices to reduce their impacts. Read about the artist and his work on NOAA’s website.

Interdisciplinary artist Stephanie Fogel created a poster to encourage people to properly dispose of medicines. The design features a salmon surrounded by pills, and the message can be customized for Washington, Oregon or California with specific information about disposing of pharmaceuticals. The final video, below, was completed last year by Beryl Allee, who created the interesting illustrations, and John Summerson, who helped with animation and managed the sound design. The video helps people understand just one way that fish can be affected by hard armoring, such as bulkheads, constructed to protect shorelines from erosion. How the video was produced and other information can be found on NOAA’s website, “Bridging art with science to protect salmon habitat.”

Killer whale experts will watch over young orca troubled by fishing lure

Good news from the Center for Whale Research:

“We went out yesterday with the mission of checking up on J39 who was seen earlier this week with a fishing lure hanging out of his mouth. As of yesterday we were able to determine that his new found accessory was no longer attached. Whether he swallowed it or it fell out on it’s own, we may never know. He appeared fine yesterday, and was behaving normally.”

Killer whale experts will be closely watching J-39, a 12-year-old male orca named Mako, to see how he manages to get along with fishing gear caught in his mouth. So far, he does not appear to be injured.

Ken Balcomb of the Center for Whale Research said it is likely that the young orca swallowed a fish on the end of the fishing line and may have swallowed the hook as well. It appears a white flasher — a type of lure — is still attached to the line just outside the whale’s mouth.

Ken said killer whales often swim in and around fishing gear, though he has never seen a whale with a fishing lure dangling from its mouth.

“I don’t think it is a major issue to their survival,” he said. “They are pretty tough.”

Assuming the fisherman who lost the gear was fishing legally, it would be a barbless hook, which might allow it and the flasher to come loose. Ken said it might be helpful for the fisherman to come forward to describe the setup on his line.

Ken said a male orca designated L-8 was found to have a large mass of fishing gear in his stomach when he was examined after death in 1978. The fishing gear was not what killed him, however, Ken said. The whale was caught in a gillnet and drowned. (Today, the articulated skeleton of that whale, named Moclips, is on display at The Whale Museum in Friday Harbor.)

NOAA Fisheries, which has responsibility for managing marine mammals, has hired the Center for Whale Research to locate and observe J-39 to see whether he is free of the fishing gear or has trouble getting enough food. Experts will look for a depression behind the blowhole to see if the whale is losing significant weight. The condition is called “peanut head” because of how the depression appears.

“We need to see what the whale’s condition is and if it gets peanut head,” Ken told me.

Howard Garret of Orca Network said he has not heard of any recent sightings J-39 or J pod, one of the three groups of killer whales listed as endangered. A photo taken Saturday near False Bay (west side of San Juan Island) was provided to Orca Network by Barbara Bender of All Aboard Sailing. Orca Network forwarded the information to NOAA Fisheries.

Lynne Barre, chief of the Protected Resources Branch in NOAA Fisheries’ Seattle office, said the following in a news release issued this afternoon:

“We’re obviously very concerned about the lure and how it might affect J-39’s feeding and behavior. We appreciate the reports from whale watchers who first noticed this and we will work with our partners on the water to watch J-39 carefully.”

It appears too early to decide whether a direct intervention would be helpful or advisable, but I wouldn’t rule it out as a last resort. NOAA Fisheries officials are hoping the fishing line will come loose on its own, but they will use any new observations and photographs by the Center for Whale Research to consider options for helping the animal.

Meanwhile, in other orca news, Saturday will be Orca Network’s annual commemoration of the killer whale captures 45 years ago, when more than 100 orcas were herded into Whidbey Island’s Penn Cove.

The younger orcas were sent to marine parks throughout the world. By 1987, all but one had died in captiivity, but the one survivor — Lolita — still inspires an effort to bring her back to her native waters.

Saturday’s commemoration will be from 11 a.m. to 8 p.m. at Penn Cove and Coupeville Recreation Hall. Speakers include John Hargrove, author of “Beneath the Surface,” David Neiwart, author of “Of Orcas and Men,” and Sandra Pollard, author of “Puget Sound Whales for Sale.” Music includes the Derik Nelson Band.

The day’s events will be followed by an evening ceremony involving the Sammish Tribe. For details and ticket info, visit Orca Network’s webpage.

What we know and don’t know about killer whales

This week’s report about Puget Sound’s endangered killer whales contained little new information, but the intent was not to surprise people with important new findings. The report (PDF 14.3 mb), published by the Northwest Fisheries Science Center, was a nice summary of 10 years of research and ongoing efforts to unlock the secrets of the mysterious Southern Residents.

On Wednesday, I participated in a telephone conference call to link reporters with killer whale experts in our region. On the line were Lynne Barre, Mike Ford and Brad Hanson, all with NOAA Fisheries out of Seattle. I’ve been wrapped up with other reporting assignments, so the Kitsap Sun’s editors chose to run a solid story by Associated Press reporter Phuong Le. See Kitsap Sun, June 25.

Let me make a few quick observations:

Lynne Barre said one of the greatest mysteries, to her, is why killer whales suddenly go missing. It’s a vexing problem, and I always get a little nervous when the whales return in the spring. One year, six of the Southern Residents failed to show up. It was a real blow to the close-knit orca community and to the struggling population, and I’ve never forgotten the dismay of everyone who cared about these animals.

Healthy killer whales seem to go missing as often as elderly or sick ones. Only a few bodies ever wash up on the beach. Even when one is found, the cause of death often remains uncertain, as in the case of L-112, found to have died of “blunt-force trauma” from some unknown object.

Much more needs to be learned about disease in the animals, Lynne said. Future research could involve more tissue biopsies and breath samples in an effort to identify early signs of disease.

For Brad Hanson, another mystery is the whales’ seemingly unpredictable behavior and their “fundamental relationship with prey.” We all assume that their primary goal in life is to find fish to eat, but how good are they at this essential task? Pretty good, I would guess. Often before we learn that chinook are abundant off the Washington Coast, we find out that the killer whales are already there.

Maybe the reason the whales have been spending so much time away from Puget Sound the last couple years lies in the lower returns of Fraser River chinook, which pass through the San Juan Islands in the summer. Scale and fecal samples have shown that Fraser River chinook are the most consistent prey of the resident orcas.

In previous conversations, Brad has told me that he would love to communicate with the whales, to find out who is in charge and why a group of animals may suddenly turn around and go in the opposite direction. Howard Garrett of Orca Network recalls a time when all three Southern Resident pods were in the Strait of Juan de Fuca heading into Puget Sound. Suddenly K and L pod turned back, while J pod continued on. Howie says it was as if they knew there were not enough fish for the entire population, so J pod went on alone, saying, “See ya later.”

Mike Ford wants to know why the population has not increased more than it has. Could it be some limitation in the ecosystem, such as the fact that other marine mammals — such as seals and sea lions — have been increasing and taking a sizable bite out of the available salmon population? We know that Northern Residents, who also eat fish, don’t overlap territories much with the Southern Residents. Living up north, the Northern Residents have better access to some salmon stocks — including those that originate in Puget Sound. If the Northern Residents get to them first, the fish are not available for the Southern Residents — or so goes one hypotheses. The Northern Resident population has tripled in size, while the Southern Residents have stayed about the same.

Oddly enough, this potential competition for chinook salmon reminds me of exactly what is taking place with regard to commercial fishing enterprises. Washington fishermen complain that the Canadians are taking salmon that should get back to Washington. Canadian fishermen complain that Alaskans are taking salmon bound for Canada. Only Alaskan fishermen — and those who go to Alaska to fish — can catch a portion of the salmon going into Alaskan rivers as well as some destined to travel south.

One of the new things that did come up in Wednesday’s conference call was a renewed effort for U.S. killer whale biologists and managers to work with their counterparts in Canada. “We will be partnering with them on issues of salmon fisheries and how that may affect the whales,” Lynn said, adding that other cross-border efforts could involve vessel regulations and targeted research efforts.

During Wednesday’s conference call, nobody talked about the potential effects of military activities and the possible injury from Navy sonar until a reporter brought up the issue. The question was referred to NOAA Fisheries headquarters in Silver Spring, Md., where officials review the Navy’s operations and issue incidental take permits. That was the end of that discussion.

I know the Navy is conducting research in an effort to reduce harm to killer whales and other marine mammals. I get the sense, however, that more could be done immediately if connections were made between knowledgeable killer whale researchers in our region and those making decisions on the opposite side of the country.

Lolita, the captive orca, could gain endangerd status

Lolita, a killer whale taken from Puget Sound in 1970 and placed in a Miami aquarium, could be reclassified as an endangered species, along with other endangered Southern Resident orcas. At the moment, Lolita is not listed at all.

NOAA Fisheries announced today that PETA — People for the Ethical Treatment of Animals — has provided adequate documentation to consider whether captive orcas (specifically Lolita) should be listed along with their counterparts still roaming free.

One must not presume, however, that because NOAA has accepted PETA’s petition that a listing will follow, agency officials stressed.

I was under the impression, from talking to NOAA officials last year, that we would soon know whether or not the entire Southern Resident population would be taken off the Endangered Species List, as proposed by Pacific Legal Foundation. But that decision appears to be delayed for consideration of the Lolita petition.

“The agency said to make sure that its review is complete and based on the best available science it would now solicit any new information about Lolita’s genetic heritage and status to include in the ongoing status review,” NOAA said in a news release. “A finding on the delisting petition is due next January.”

PETA filed its petition on behalf of the Animal Legal Defense Fund, Orca Network and four individuals. The 33-page petition, filed in January, applies only to Lolita, since the 35 other killer whales captured in Puget Sound have died, the petition notes. Documents — including the Lolita petition — can be found on NOAA Fisheries’ website. I discussed PLF’s delisting petition and provided links to related documents in Water Ways last Oct. 24.

The PETA petition strongly challenges the reasons for ever leaving Lolita out of the endangered population:

“No explanation was offered for Lolita’s exclusion from the listing because no legitimate explanation exists. Lolita’s biological heritage is undisputed. The Endangered Species Act unquestionably applies to captive members of a species, and the wholesale exclusion of captive members of a listed species is in excess of the agency’s authority.

“Lolita’s exclusion serves only one purpose: It protects the commercial interests of the Miami Seaquarium. The Endangered Species Act specifically precludes agency consideration of whether listing a species would cause the holder of any member of the species any economic harm. Thus Lolita’s exclusion violates the act.

“This petition urges the National Marine Fisheries Service to rectify this unjustified and illegal exclusion, thereby extending Endangered Species Act protections to all members of the Southern Resident killer whale population.

“Although as a legal matter Lolita’s genetic heritage is sufficient to merit her listing, this petition provides additional support in four sections. The first section provides the factual background regarding the Southern Resident killer whales’ listing and Lolita’s exclusion. The second section explains the application of the act to captive members of listed species. The third section applies the five factors that govern listing decisions under the act to the Southern Resident killer whales generally and also to Lolita. The fourth section considers policy reasons that support Lolita’s protection, given her significant scientific value to the wild population.”

Some sonar questions are answered, others remain

The Navy has decided not to conduct training exercises involving sonar within Puget Sound. That information was revealed in a proposed incidental take permit for the Northwest Training Range Complex, now subject to public review under the Marine Mammal Protection Act. While this decision no doubt will be a good thing for area marine mammal populations, I’m still a bit confused about the extent to which sonar may be used in non-training conditions.

Use of sonar in the testing of equipment and new technologies will come under a separate take permit for the Naval Undersea Warfare Center, based at Keyport.

But, according to a statement I received from the Navy, that still leaves open the use of sonar for “safety and navigation,” “testing,” and “maintenance.”

As I understand the process, if the Navy were to harm marine mammals in one of these procedures without obtaining a take permit in advance, the Navy would be in violation of the Marine Mammal Protection Act.

The potential exists for such harm, given the experience earlier this year with the fast-attack submarine USS San Francisco. The submarine was found to be using sonar, which was picked up loudly on hydrophones miles away. The submarine was in the Strait of Juan de Fuca after it left Bremerton after undergoing repairs.

It appears there were no killer whales in the area. But nobody could be sure about other marine mammals, since it was dark during much of the time the sonar was being used.

To keep things in perspective, the Navy has made progress in its effort to come into compliance with the Marine Mammal Protection Act. While there may always be disagreement about the level of protection necessary, the Navy is explaining its operations more and working cooperatively with other agencies to reduce the harm to wildlife.

It turns out that the proposed incidental take permit for the Northwest Training Range (PDF 1.3 mb) serves as a nice primer to help us understand Navy exercises, sonar technology, types of sonar and their specific uses, potential effects on marine mammals and the history of Navy exercises where marine mammals have been killed.

Similarly, a proposed permit for the Naval Undersea Warfare Center (PDF 1.1 mb) offers extensive information about the use of sonar in testing advanced equipment and related activities.

Water management in California deemed critical to orcas

Federal biologists are really stirring things up in Northern California. They have determined that the irrigation system in the vast Central Valley farm region jeopardizes the future of several species of fish as well as Puget Sound’s killer whales.

The killer whale angle is worth some discussion — but first the larger picture.

“What is at stake here is not just the survival of species but the health of entire ecosystems and the economies that depend on them,” Rod Mcinnis, southwest regional director for NOAA’s Fisheries Service said in a news release. “We are ready to work with our federal and state partners, farmers and residents to find solutions that benefit the economy, environment and Central Valley families.”

Changing the water system to meet the requirements of threatened and endangered species could reduce water supplies by 5 to 7 percent, significantly affecting farm production and drinking water supplies. Several proposed projects — valued at hundreds of millions of dollars — could help balance that out. To see the technical reports, go to NOAA’s Web site on the issue.

Gov. Arnold Schwarzenegger objected to the findings in a written statement:

“This federal biological opinion puts fish above the needs of millions of Californians and the health and security of the world’s eighth largest economy. The piling on of one federal court decision after another in a species-by-species approach is killing our economy and undermining the integrity of the Endangered Species Act. I will be asking for a meeting with Secretary Salazar and Secretary Locke to discuss our concerns with these biological opinions, and my Administration will be pursuing every possible avenue to reconcile the harmful effects of these decisions.”

Court action is almost certain.

Reporters Kelly Zito of the San Francisco Chronicle and Colin Sullivan of the New York Times’ “Greenwire” do a good job in fleshing out this story from the California perspective.

It’s interesting to see the federal biologists address the plight of the Southern Resident killer whales with respect to water use in California. These orcas frequent Puget Sound, but they are spending a great deal of their time along the West Coast down to Monterey Bay. The bottom line in the biological opinion is that salmon availability along the coast could be a key factor in whether the population is able to avoid extinction.

Environmental groups were quick to argue that if water operations in Northern California can raise the risk of extinction to intolerable levels, then surely the dams on the Columbia River ought to be a concern.

“The recent National Marine Fisheries Service conclusion linking destruction of salmon habitat to harm to killer whales is a breath of fresh air,” said Kathy Fletcher, executive director for People for Puget Sound in a statement. “Our killer whales are at critically low numbers, and NMFS has recognized that what we do to salmon in freshwater impacts our orcas in the ocean. But it doesn’t make sense to protect salmon for whales to eat in California while at the same time ignoring the effect of dams on fish in the whales’ backyard.”

The issue of what to do about the dams remains before a federal judge. The Obama administration is considering whether to continue with the Bush approach to leave the dams in place or revisit the issue.

“The fiction that the dams on the Columbia and Snake Rivers have no effect on the food supply for orcas is one of many failings in the Columbia and Snake River biological opinion,” said Steve Mashuda of Earthjustice, which represents the groups in the case. “Our killer whales shouldn’t have to travel all the way to Monterey Bay to find a decent meal.”
