Is 55 mph too fast for Hansville Road?

Many in my community have the opinion that the road is too fast given there is a casino, waste station, grocery/gas store, many driveways, and many new homes being built in the Hansville area. I came across RCW 46.61.400(2)(b) which states that the speed limit for county roads is 50 mph. Why is Hansville Road an exception or is there an exception for raising a speed limit on county roads?

The out basket: Doug Bear of Kitsap County Public Works says the basis for the exception is a couple RCWs below the one TJ cites.
RCW 46.61.415 says, in part, “(1) Whenever local authorities in their
respective jurisdictions determine on the basis of an engineering and
traffic investigation that the maximum speed (otherwise) permitted is greater or less than is reasonable and safe
under the conditions found to exist upon a highway or part of a highway,
the local authority may determine and declare a reasonable and safe
maximum limit thereon.”
That one allows a speed limit of between 20 and 60 mph.
The county commissioners set the speed limit for Hansville Road in 1976, Doug says. “We are in the process of a current traffic and engineering investigation
to evaluate that speed limit. Based on that study, we will make a
recommendation to the Board of Commissioners, most likely sometime in
May,” he said. The study was prompted by citizens’ requests like that of TJ.

  1. Hansville Road should NOT have a speed limit of 55 miles per hour. We live on Hansville and most of the time turning into our driveway, some idiot is riding our bumper as we are slowing down to turn and then they have the nerve to pass us with oncoming traffic coming towards them! It has also become very difficult to pull out of our driveway. The speed limit should be at the most 45 miles per hour.

    Our son was in a tragic accident in 2005 and the other driver states that she was going around 55 miles per hour. Bear in mind that we live 1/2 mile north of Kountry Korners. What I have noticed is that people travelling north on Hansville from Kountry Korners tend to go right through the green light and immediately pick up speed and drive like crazy. I have NEVER been able to get up to 55 miles per hour in this short amount distance. But then I am driving like a person should.
