Poulsbo Top Cop Candidates

Hot off the press: The City of Poulsbo just announced the candidates for its police chief position, vacated when Jeff Doran retired in March.

Here they are, with bios, courtesy of the the City of Poulsbo.

Kenneth Clark has spent over 30 years of his career serving in law enforcement. He is currently a Captain for the City of Anacortes, Washington, Police Department. Prior to his tenure with the City of Anacortes, Mr. Clark held the rank of Sergeant with the City of Sedro-Woolley. In his spare time, Mr. Clark enjoys volunteering, including serving on the Board of Directors for the American Red Cross in 2000.

Paul Crain began his career with the Calistoga, California Police Department in 1989, but has spent the majority of his career with the City of Concord, California, Police Department. He has held the rank of Captain since 2001. His years of service have shaped his belief in community oriented policing. Mr. Crain graduated from California State University, East Bay, with a bachelor’s degree in criminal justice.

Gary David is a law enforcement professional with a career spanning nearly 40 years. He is currently a Homeland Security Planner for Walla Walla County, Washington. Earlier in his career, Mr. David served as the Chief of Police for the City of Milton-Freewater, Oregon. Mr. David has also served as Interim Chief of Police for the cities of King City, Oregon, and Boardman, Oregon. He received a bachelor’s degree in social sciences from Western Oregon University, and also graduated from the F.B.I. National Academy.

Phillip Ribera is a Captain in California for the Hayward Police Department. He has spent his entire law enforcement career with the Hayward Police Department, working his way up from a Police Assistant. Mr. Ribera is also a part-time instructor at Chabot Community College. He received his bachelor’s degree in vocational education from California State Long Beach, and graduated from the F.B.I. National Academy.

Dale Scobert has spent 30 years of his career dedicated to law enforcement. His current assignment is that of Interim Assistant Chief of Police for the City of Oakridge, California. Mr. Scobert served as the Chief of Police for the City of Sandy, Oregon; a position he held for 8 years. He is a former President of the Sandy, Oregon, Kiwanis chapter. He received his bachelor’s degree in managerial leadership from Northwest Christian College.
