7 p.m.: The regular business meeting includes some of the following agenda items: Contract with Matthews Energy Services (KC-030-11) to perform home energy assessments as part of the Kitsap Green Weatherization Program. Fiscal Impact: $60,000 – EECBG Funds; Contract with The Home Builders Association of Kitsap County (KC-048-11) for the Kitsap Built Green Project. Fiscal Impact: $127,504 – EECBG Funds; Contract amendment with Rolling Hills Golf Course Partnership (KC-343-10-A) to accept gift of Rolling Hills Golf Course. Fiscal Impact: N/A; PUBLIC HEARINGS INCLUDE: A resolution providing the initial docket for 2011 potential amendments to the Kitsap County Comprehensive Plan, Land Use and Zoning Maps, and Corresponding Development Regulations. Fiscal Impact: N/A; an Emergency Ordinance 466-2010 regarding interim regulations on homelessness. Fiscal Impact: N/A; an Ordinance regarding reducing existing 35 mph speed limit to 30 mph on 1341 feet of NE Cliffside Road in Commissioner Dist. #1. Fiscal Impact: $300 – Road Fund; an Ordinance amending Kitsap County Code 46.02 “Adoption of State Traffic Ordinance” to add a regulation that makes “inattentive driving” unlawful and subject to an infraction penalty of $124.00. Fiscal Impact: $10,000 – Estimated Annual Revenue.

Wednesday, Feb. 16, 8:30 a.m.: Volunteer Policies 8:35 to 9:35; executive session re: Existing Litigation 9:35 to 10:35; Forestry Stewardship Program 10:35 to 11:15; Public Defender Office 11:15 to 11:30; executive session re: Real Estate 11:30 to Noon. Adjourn

City of Bremerton (meets at 345 Sixth Street, Bremerton)

Wednesday, Feb. 16, 5:30 p.m.: The only item on the General Business agenda is a request to release the recreational and athletic easement granted by the state on a portion of the Frances Haddon Morgan Center in vicinity of Forest Ridge Park.

City of Port Orchard (meets at 219 Prospect Street)

Tuesday, Feb. 15, Work Study: At 5:00 p.m. the City Council and Port of Bremerton Commissioners will meet at the Waterfront Park to review pedestrian pathway alternatives and then return to City Hall for further discussion regarding Waterfront Master Plan; with the regular work study session to follow. Study session agenda includes: Update: Bay Street Pedestrian Pathway; Presentation: City Skateboard Park; Discussion: Tremont Medical Center; Update: Festival of Chimes and Lights; Discussion: Medical Marijuana; Discussion: Hearing Examiner Appeals; Discussion: Inattention to Driving.

City of Poulsbo (City Hall, 200 Moe Street)

The meeting has been canceled because there won’t be enough council members in attendance to have a quorum. (Many will be down in Olympia that day).
