The city and Bainbridge Ratepayers Alliance have reached a limited and tentative agreement that could nix the 111 percent sewer surcharge and allow the Winslow sewer plant upgrade to progress as planned and on schedule.
The agreement is slated for approval by the City Council on Wednesday night.
