On matters of poisoning the lake waters or vegetation around the homes... Monica Harle has to be right...but, usually, a homeowner association does manage the overall complex of homes within the association.  Management is what the homeowner pays for yearly....but unless each homeowner agreed to the poisoning, the association shouldn&#039;t be allowed to do it....so it seems to me.
