The out basket: Poulsbo City Engineer Andrzej Kasiniak said what
Jackie forgets about is pedestrians, who would be in greater peril
if cars made that right turn without slowing or stopping.
He referred the question to consultant Phil Struck, who he said
designed the signal at that intersection and who expanded on
Andrzej’s observation.
“A right-turn-only signal is usually provided to reduce … excess
vehicle delays for the through lane, which has generally not been a
concern for Viking northbound,” Phil said.
“In general,” he continued, “there are several reasons a right-turn
signal at the intersection might not be the best
idea. These include the potential for conflicts with
pedestrians, added complexity to existing timing of the signal, the
added delay to other intersection movements, and cost of a new
signal head. These drawbacks seem to outweigh benefits.
“The City will be evaluating the intersection in more detail as
part of the future Viking Avenue improvements and
modifications may be proposed to the intersection to reduce delays
and improve safety,” he concluded.
What the Poulsbo city engineer forgets is that pedestrians are not allowed to cross Viking Way on the south side of the street because of the traffic turning left off Lindvig and no pedestrians would be crossing Lindvig either because of the traffic flow crossing Viking Way up Finn Hill or turning left onto Viking Way.
Sounds like double talk to me.
I am sure the City of Poulsbo has signal heads in their maintance shed that could be traded with the one there, but it would take a little programming to light it up at the appropriate time.
This is really a good idea, too bad it got such bad reviews from the city.
