Where are the highly qualified teachers?
Wednesday, November 26th, 2008A new report from the Education Trust, a nonprofit established to help higher education institutions support K-12 learning, finds that lower income and minority students are more likely to be taught by an out-of-field teacher, especially in grades seven through 12.
