A lot of people move into town and bring out of area cell phones.

Swatting needs to use hte Patriot Act or whatever means possible to track the 9/11 caller and prosecute – maximum penalties…

It should not be an automatic knee jerk reaction to a call like that, especially when the call cannot be traced back to an individual.

The correct response to this, as it is after the fact, trace that caller and make her pay for the expense of sending out that swat team…that should include something for the victim too.
