Kitsap County Commissioners (meet at 619 Division Street, Port Orchard)

Monday, Nov. 21, 10 a.m.: Commissioners staff meeting until 11 a.m. then board information sharing until noon.

2 p.m.: Agenda Review for the Nov. 28 meeting until 3 p.m.; information sharing from 3 to 3:45 p.m. and then an executive session re: existing litigation until 4:05 p.m.

Wednesday, Nov. 23: Meeting is canceled.

City of Bremerton (meets at 345 Sixth Street, Bremerton)

Monday, Nov. 21, 4 p.m.: The council will meet in an exempt closed session to discuss labor negotiations for 15 minutes. Then at 4:15 the council will hold a budget workshop to discuss the 2012 budget. This meeting is open to the public, but the public will not have an opportunity to give input or participate. The meeting will end at 7 p.m.

Wednesday, Nov. 23, 5:30 p.m.: Meeting canceled.

City of Port Orchard (meets at 219 Prospect Street)

Tuesday, Nov. 22, 7 p.m.: Public hearing items include: the 2012 proposed budget; Annexation of McCormick West; Annexation of Bethel Corridor North; Pre-Annexation development agreement with Gem 1, LLC. Business items include: Adoption of an ordinance approving the annexation request for McCormick West; adoption of an ordinance approving the annexation request for Bethel Corridor North.

Monday, Nov. 14, 9 a.m.: Legislative update with lobbyist Tom McBride for an hour followed by board information sharing until 11 a.m.

2 p.m.: Food and Farm Policy Council update for 25 minutes; Public Works capital facilities plans for 40 minutes; executive session on existing litigation for 15 minutes; Title 16 land division and development for an hour and then another executive session re: potential litigation for 15 minutes. Adjournment at 4:30 p.m.

7 p.m.: The board’s nightly meeting includes the following public hearings: An ordinance amending the Kitsap County Comprehensive Plan and approval of the North Kitsap String of Pearls Trail Plan; An ordinance amending the Kitsap County Comprehensive Plan; The following items are for decision only: Continuation of a public hearing to consider enacting an ordinance approving the revised Commissioner District Boundaries; Continuation of a public hearing to consider a resolution to adopt updates to the community development fee schedule; Continuation of a public hearing to consider a resolution to adopt updates to the community development fee policies; Continuation of a public hearing to consider an ordinance relating to Growth Management, amending the Countywide Planning Policies (CPPs).

Wednesday, Nov. 16, 7 p.m.: The council will continue its public hearing for people to comment on the proposed 2012 budget, then finance director Deb Booher will give an update on baseline adjustments and new program requests that will impact the budget and last the council will continue its workshop from last week on budget suggestions and council goals.

Monday, Nov. 7: The board’s morning and afternoon meetings have been canceled. HOWEVER there is a special public hearing planned for 3 p.m. with the Bainbridge Island City Council in the Port Blakely Conference room at the County Admin building.

The hearing items include applications for current use-open space, including: An application filed by Stanley Miller for Current Use Assessment –Open Space General on 5.88 acres of a 7.38 acre parcel located on the west side of the road at the junction of Agatewood and Dolphin Drive Bainbridge Island; and An application filed by Newell Parker for Current Use Assessment –Timberland for 5 acres located at 5524 Lynwood Center Road on Bainbridge Island.

Wednesday, Nov. 2, 7 p.m.: The meeting will start with a 7:15 p.m. public hearing on cannabis collective gardens, then go into third quarter budget amendments; the city’s improvement plan; setting the property tax levy for 2012; looking at the preliminary budget for 2012; and art in city hall.

Friday, Nov. 4: The council will hold an all day meeting at City Hall to discuss the city’s budget and levels of service.

Housing Kitsap (meets at 345 Sixth Street, Bremerton)

Tuesday, Nov. 1, 1 to 3 p.m.: The meeting starts with an executive session to discuss potential litigation involving the Harborside Condominium repairs and easement issues; new business items include: progress update of jurisdictional review of ordinance defining process for elected officials appointing representatives to the board; approve initiation of interlocal agreement between Kitsap County and Housing Kitsap for reimbursable work performed by Kitsap County Public Works and the 2012 board schedule.

7 p.m. The evening’s regular business meeting includes the following public hearings: adopting a resolution for a request to vacate filed by McCormick Land Company and Pacific NW Conference UUC , for a portion of county right-of-way known as county Road No. 6 located in Commissioner District #2. Fiscal Impact: N/A; a petition to vacate filed by Mr. Devin Leith, for a portion of county right-of-way known as county Road 64 located in Commissioner District #2. Wednesday, Oct. 26, 8:30 a.m.: For 20 minutes the board will hear about the employee service award program and then another 20 minutes will be spent discussing the inclement weather policy with Bert Furuta; Scot Diener will then spend 30 minutes talking about Title 17 Zoning Code Corrections and then 45 minutes on the Agricultural Comprehensive Plan Policies ; at 10:30 a.m. Patty Charnas will talk about the Puget Sound restoration grant applications and from 10:45 to 11 a.m. the board will go over grant approval requests for LID stormwater retrofit applications. At 11 a.m. the board will recess into executive session regarding real estate. Adjournment comes at 11:30 a.m.

Wednesday, Oct. 26, 5 p.m.: The two discussion items include a proposed resolution approving the 2012 CDBG and HOME grant funding recommendations for inclusion in the 2012 CDBG/HOME action plan; and a proposed ordinance amending Bremerton Municipal Code (BMC) Chapter 2.32 entitled “Arts Commission” and Chapter 3.12 entitled “One Percent for the Arts Fund” and suspending the 1% for the Arts Program until January 1, 2014.

City of Port Orchard (meets at 219 Prospect Street)

Tuesday, Oct. 25, 7 p.m.: The one public hearing item is the anticipated 2012 budget revenue sources; the one business item is approving a contract that authorizes the mayo to execute an agreement with Excel Tech for the Cedar Heights redesign.

Bremerton Housing Authority

Friday, Oct. 28, 9 a.m. to 5 p.m.: The Bremerton Housing Authority board will hold their annual retreat at the Yonder Retreat Center, 15710 Euclid Avenue, Bainbridge Island. The board’s regular meeting for Oct. 24 has been canceled and all items for discussion in October will be handled at the retreat.

Central Kitsap Community Council

Tuesday, Oct. 19: The council will change their regular meeting date this month to Tuesday to meet before the schedule Kitsap County Planning Commission meeting where the planning commissioners will be reviewing a draft plan for how the Central Kitsap Community Campus should be developed over time. The meeting will be held at the county’s admin building before the group heads into the hearing.

2 p.m.: Parks director Jim Dunwiddie will give a 25 minute parks update then the board will spend two hours discussing the budget until its 4:30 p.m. adjournment.

7 p.m.: The regular business meeting only has one public hearing, a resolution to adopt the Kitsap County Energy Efficiency and Conservation Plan.

Wednesday, Oct. 12, 8:30 a.m.: Approve Minutes; DCD director Larry Keeton and Scott Diener will go over Kitsap County Code Title 16 – for two hours; then the board will spend 30 minutes talking about the creation of a recreational water facilities advisory committee; they’ll spend another 30 minutes on PSRC Transportation Funding 2012 before exiting into an executive session from 11:30 a.m. to noon to discuss real estate. 7 p.m.: The board’s regular nightly meeting includes these public hearing items, all applications for the county’s “current use-open space”: Application by Ron and Bernadette Olson for a Current Use Open Space classification on approximately 7.0 acres located on Tekiu Road in Central Kitsap; Application by Gerald Vanderyacht for a Current Use Open Space classification on approximately 7.5 acres located on Mullenix Road in South Kitsap; Application Majorie Thorne for a Current Use Open Space classification on approximately 4.05 acres located on Bucklin Hill Road in Central Kitsap; the final public hearing item is to consider an ordinance relating to growth management, amending the countywide planning policies (CPPs).

5 p.m.: The Bremerton City Council will meet in a special session to discuss street funding options, including a transportation benefit district, in the 6th floor conference room of the Norm Dicks Government Center.
