The Seattle Times has a story about charitable donations made on behalf of Norm Dicks. Much of it went to the National Guard Youth Academy program, which is opening in January in Bremerton.

    Is the FEC OK with gifts like that? I know it is a donation to charity but is that OK with the new congressional ethics rules.
