To answer your question in the live blog, I had the same degree of surprise in Mahan&#039;s motion about foregoing the 1 percent.  I asked the budget administrator about it during the break and she said she was not aware Mahan was going to make the motion until it was made.

I was impressed with the dialog at the meetings Wednesday night and even more impressed tonight.  While I am not sold on SEED, I do think the Port is doing a better job of listening and communicating.
