		<description>Why did KS choose to leave out the REAL operating cost of the run which has been reported previously to be significantly higher than ~$8 round trip?

If WA State ferries are capturing upwards of 70% of operating costs from fares, why should we expect and tolerate from light rail and fast foot ferries at much lower rates?</description>

I rather believe it was because nobody wanted to pay so much for something for a few people to use.  Kitsap transit reduced express bus runs to save money and because of use. 		<description>Well, who could have foretold we&#039;d be in the economic mess we are in today when this project was started.  There is no money to put his plan into affect after the testing is done.  But if it works then we have a viable solution moving forward.  

I attended a presentation that Dick Hayes presented at Adam Brockus&#039; City Counctil District #3 community meeting last week.  They believe the RP1 can pass through Rich Passage at 37 knots with one tenth the wake force that the Chinook class ferry created.  

If these fast foot ferries went into mass production they could be built for around 3 - 4 million dollars each.  It cost $206 million to build the three new Kwa-di Tabil class car ferries, nearly 70 million each. We could build a score of these fast foot ferries for less than the cost of one car ferry.

We may not be able to implement this solution this fall, but if it works as designed, we are ready to move ahead into the future in a more affordable and environmentally responsible fashion.</description>
