Do they ever wait to check the driver to match up to the permit? I see shipyard workers & ferry riders park in standard spots and head off to work for the day,parking free on Washington Ave, Pacific Ave and 2nd. Sure they might issue a few to drivers who park in an actual limited time handicap spot but a disabled placard allows a driver to park for up to 24 hours in a standard spot.
